Breakdown support pool allocation
A breakdown support pool equals 50% of total breakdown maintenance cost across the network. Allocate the pool to depots in proportion to their breakdown downtime hours only; planned services earn nothing. Reconcile allocations to the pool and report each depot remaining unfunded breakdown cost.
